Federal authorities have charged a 21-year-old Texas resident with attempting to provide material support to a designated foreign terrorist organization after a months-long undercover operation uncovered ideological alignment, financial contributions, and hands-on delivery of explosive components intended for use in an overseas terror network.
John Michael Garza Jr., 21, of Midlothian, Texas, was charged by federal complaint with attempting to provide material support or resources to a foreign terrorist organization. The charge follows an undercover investigation that documented Garza’s online radicalization, financial transfers, and in-person delivery of bomb-making materials to individuals he believed were affiliated with ISIS.
According to the complaint, the investigation began in mid-October 2025 when an undercover New York Police Department employee identified a social media account actively engaging with pro-ISIS content. The account, later attributed to Garza, followed multiple extremist accounts and posted comments signaling ideological alignment with ISIS propaganda. Contact was initiated by undercover personnel, leading to sustained communication over several weeks.
During those communications, Garza allegedly self-identified as a Mexican-American living in Texas and openly expressed adherence to ISIS ideology. Investigators state that Garza transmitted multiple official ISIS media releases, including imagery depicting masked individuals, structural explosions, and at least one video portraying a suicide vehicle bombing. These materials were shared voluntarily and without prompting, indicating ideological commitment rather than passive exposure.
Between November and December 2025, Garza allegedly transferred small amounts of cryptocurrency to undercover operatives, believing the funds would be used to support ISIS operations. Investigators assert Garza believed the funds were designated for weapons acquisition and other logistical needs tied to terrorist activity. These transactions form part of the material support allegations under federal law.
As the online exchanges progressed, Garza reportedly escalated from ideological expression to operational intent. Investigators allege Garza discussed plans to acquire materials used in explosive construction and offered technical guidance on bomb assembly. He proposed purchasing components himself and coordinating an in-person transfer.
On December 22, 2025, Garza traveled to a prearranged meeting location where he met with an individual he believed to be an ISIS “brother.” The individual was, in fact, an FBI undercover agent. During the meeting, Garza allegedly delivered multiple explosive components and provided verbal instruction on how to mix the materials, including advice on enhancing lethality by embedding nails around the device. Garza also offered to send a follow-up instructional video demonstrating bomb construction techniques.
Garza was arrested shortly after departing the meeting location.
He made his initial appearance before a U.S. magistrate judge on December 23, 2025. A probable cause and detention hearing is scheduled for December 30. If convicted, Garza faces a statutory maximum sentence of 20 years in federal prison.
The investigation was led by the FBI Dallas Field Office and the New York Police Department, with assistance from the FBI New York Field Office, Dallas Police Department, Midlothian Police Department, and Euless Police Department. Prosecution is being handled by the U.S. Attorney’s Office for the Northern District of Texas in coordination with the Department of Justice National Security Division.
This case highlights a recurring enforcement pattern in contemporary counterterrorism operations: online radicalization progressing into tangible material support, facilitated by encrypted communication platforms and cryptocurrency transfers, then intercepted through coordinated undercover operations before execution thresholds are crossed.

This is a case of very good work done by an undercover New York Police Department employee and the others involved in apprehending this guy. I hope twenty years in a federal prison will help him to face whatever his problems are and help him understand that helping very evil people kill others is not something you want to be associated with.

I, too, wonder about where people’s brains are. This guy is so young to be getting entangled with things like this. I don’t know anything about this young man but it is possible that terrorist groups target people they consider unstable. It is well known that many mental illnesses hit young people as they are just starting their work lives. I can see how someone with a mental problem could be swayed into something like this. At the same time, anyone who is sane who is getting involved in dangerous things like this need to face the full weight of the law.
