Wetzel County Man Sentenced to 17.5 Years in Federal Prison for Soliciting and Possessing Child Sexual Abuse Material

WHEELING, W.Va. — A Wetzel County man has been sentenced to more than 17 years in federal prison after investigators discovered hundreds of images and videos depicting child sexual abuse material on electronic devices seized during a federal investigation.

U.S. Attorney Matthew L. Harvey announced that Jon Talkington, 37, of New Martinsville, West Virginia, was sentenced to 210 months in federal prison for soliciting child sexual abuse material.

According to federal authorities, the investigation began after a social media platform submitted a cyber tip to law enforcement identifying known child sexual abuse material that had been uploaded to its service.

Investigators determined that Talkington had uploaded images and videos depicting child sexual abuse material in an effort to obtain additional files from other users participating in similar activity.

Federal authorities executed a search that resulted in the seizure and forensic examination of multiple electronic devices, including phones and laptop computers. Investigators reported discovering hundreds of images and videos depicting child sexual abuse material during the examination.

Law enforcement officials continue warning that cyber tips submitted by technology companies remain one of the most effective tools for identifying individuals involved in the online distribution, solicitation, possession, and exchange of child sexual abuse material. Many investigations begin when online platforms detect known illegal content through automated detection systems and report the activity to authorities.

Federal investigators also continue emphasizing that every image and video involved in these cases represents the exploitation and victimization of a real child. As a result, federal prosecutors and law enforcement agencies aggressively pursue individuals involved in the production, distribution, solicitation, and possession of child sexual abuse material.

The investigation was conducted by the Federal Bureau of Investigation and the West Virginia State Police.

Assistant U.S. Attorney David Perri prosecuted the case on behalf of the United States.

The case was brought under Project Safe Childhood, a nationwide Department of Justice initiative focused on identifying offenders involved in the sexual exploitation of children, disrupting online exploitation networks, prosecuting offenders, and assisting in the identification and rescue of victims.

U.S. District Judge John Preston Bailey presided over the case and imposed the sentence.

Because Talkington has been convicted and sentenced, the conduct described in the case resulted in a federal conviction and sentence imposed by the court following the completion of criminal proceedings.
