RUSSIAN NATIONAL PLEADS GUILTY IN SCHEME TO SMUGGLE U.S. AEROSPACE COMPONENTS TO RUSSIA

WASHINGTON — Andrei Samuilovski, 32, a citizen of Estonia, Switzerland, and Russia, has pleaded guilty in federal court for his role in a scheme to illegally export U.S.-origin aviation and aerospace components to Russia in violation of U.S. export controls and sanctions.

Samuilovski pleaded guilty before U.S. District Judge Carl J. Nichols to one count of conspiracy to violate the Export Control Reform Act.

His sentencing is scheduled for January 13, 2027. He faces a maximum penalty of 20 years in federal prison.

According to court documents, the conspiracy began in early 2022 and continued through September 2024.

During that period, Samuilovski and others conspired to supply prohibited Russian end users with aerospace-related components without obtaining the licenses required by the U.S. Department of Commerce’s Bureau of Industry and Security.

BIS regulates the export of U.S.-origin technologies, including aerospace parts and other items controlled for national security, regional stability, and anti-terrorism reasons.

The aerospace commodities at the center of the case required a BIS license before they could legally be exported to Russia.

Samuilovski was a co-founder of ITC Middle East FZ-LLC, identified in court documents as ITC.

The company was formally established in March 2022, approximately four weeks after Russia invaded Ukraine.

Its formation came during a period when the United States, European Union, and other governments were imposing expanded export restrictions and sanctions against Russia.

From the establishment of ITC through September 2024, dozens of shipments moved from various U.S. companies to ITC.

Other shipments of U.S.-origin goods were also sent to ITC.

The exported and reexported items consisted primarily of aerospace-related commodities subject to U.S. export controls.

Federal prosecutors said the cumulative value of those controlled goods was nearly $2 million.

The items were ultimately reexported to Russia.

The movement of the goods through ITC is a central part of the federal case. The company received U.S.-origin aerospace commodities that were subject to export controls, and those items were later reexported to Russia without the licenses required by BIS.

The case also highlights the importance federal export controls place on aerospace technology. According to the Justice Department, BIS regulates U.S.-origin aerospace parts and other technologies for national security, regional stability, and anti-terrorism reasons.

The licensing requirement meant the controlled aerospace commodities could not legally be exported to Russia without authorization from the Commerce Department.

Samuilovski’s guilty plea means the criminal conduct he admitted is no longer being presented solely as an allegation.

He admitted participating in a conspiracy to supply prohibited Russian end users with controlled aerospace-related components without obtaining the required federal licenses.

The shipments described in court documents continued for more than two years, from the establishment of ITC in March 2022 through September 2024.

During that period, nearly $2 million in U.S.-origin export-controlled aerospace commodities were sent to ITC and ultimately reexported to Russia.

Assistant Attorney General for National Security John A. Eisenberg, U.S. Attorney Jeanine Ferris Pirro for the District of Columbia, and FBI Counterintelligence and Espionage Division Assistant Director Roman Rozhavsky announced the guilty plea.

The investigation was conducted by the Federal Bureau of Investigation and the Department of Commerce’s Bureau of Industry and Security.

The prosecution is being handled by Assistant U.S. Attorney Steven Wasserman for the District of Columbia, Deputy Chief Sean Heiden, and Trial Attorney Brett Ruff of the Justice Department’s National Security Division.

The case now moves to sentencing.

When Samuilovski appears before Judge Nichols on January 13, 2027, the court will determine the sentence imposed in a case involving nearly $2 million in controlled U.S.-origin aerospace commodities that federal prosecutors said were ultimately reexported to Russia.
