HELSINKI, Finland — Finnish prosecutors have filed criminal charges against two senior crew members of a cargo vessel accused of damaging critical subsea telecommunications infrastructure in the Baltic Sea, marking the latest development in a series of high-profile incidents that have raised concerns about the security of Europe’s underwater communications networks.
Finland’s National Prosecution Authority announced that the captain and bosun of the cargo ship Fitburg have been charged in connection with damage to multiple subsea cables on New Year’s Eve. Prosecutors allege the vessel damaged two telecommunications cables and attempted to damage eight additional subsea connections while operating in the Baltic Sea.
According to investigators, the vessel is believed to have dragged a damaged anchor along the seabed for at least 130 kilometers before Finnish authorities intervened and halted the ship’s movement. Authorities allege that the prolonged anchor drag caused significant damage to communications infrastructure located on the seafloor.
Following the detection of cable disruptions in the Baltic Sea, Finnish authorities identified the Fitburg as a vessel of interest and ordered it to stop. The ship was subsequently detained as part of the investigation. Finnish Customs previously reported that the vessel had been transporting sanctioned steel products from Russia to Israel. Two crew members were later arrested in connection with the investigation.
Both defendants have denied the allegations. Prosecutors stated that the officers are expected to challenge Finland’s legal jurisdiction, arguing that the alleged cable damage occurred outside Finnish territorial waters. The issue is expected to become a central component of upcoming court proceedings.
The Helsinki District Court will determine the schedule for hearings and will also address questions regarding jurisdiction before the case proceeds further. Prosecutors indicated that trial materials are expected to become public when proceedings begin unless the court orders otherwise.
The case unfolds amid heightened concerns over the vulnerability of subsea infrastructure throughout the Baltic Sea region. Underwater telecommunications cables, power connections, and internet infrastructure serve as critical links connecting European nations, financial systems, government agencies, military organizations, and commercial communications networks.
The incident follows another widely publicized cable damage case involving the Eagle S, a Russia-linked tanker detained by Finnish authorities after multiple cables were damaged on Christmas Day 2024. That investigation attracted international attention due to concerns that the damage may have been connected to broader efforts targeting European infrastructure.
Attempts to prosecute senior officers aboard the Eagle S ultimately faced legal challenges after courts questioned Finland’s jurisdiction over alleged offenses occurring outside territorial waters.
Investigations into several recent Baltic Sea cable incidents initially fueled concerns among NATO allies and European governments that the damage could be linked to sabotage or hybrid warfare operations targeting critical infrastructure. The Baltic Sea has become an increasingly important strategic region following Russia’s invasion of Ukraine and the subsequent expansion of NATO in Northern Europe.
In response to repeated incidents involving subsea cables and other infrastructure, NATO increased its military presence in the Baltic Sea through enhanced maritime patrols, frigate deployments, surveillance operations, and the introduction of unmanned naval systems designed to monitor activity in key waterways.
Security officials across Europe have continued assessing whether recent cable incidents resulted from deliberate actions, negligence, poor seamanship, or equipment failures. Some European officials have stated that recent assessments increasingly suggest certain cable incidents may have resulted from accidents, negligence, or operational failures rather than coordinated state-directed sabotage.
Maritime experts note that anchor-dragging incidents can cause extensive damage to subsea infrastructure when crews fail to properly secure equipment or respond quickly to mechanical issues. Given the dense concentration of communications and energy infrastructure beneath portions of the Baltic Sea, even a single vessel can cause significant disruptions.
The Fitburg case is expected to become an important legal test regarding accountability, maritime jurisdiction, and the protection of critical subsea infrastructure as governments seek stronger measures to safeguard increasingly vital underwater networks.
The case remains pending before Finnish courts.
