COLUMBIA, SOUTH CAROLINA — A cybersecurity incident affecting the municipal network of South Carolina’s capital city has disrupted multiple government applications and public services, prompting an investigation by the South Carolina Law Enforcement Division (SLED). Although several online systems remain affected, city officials have confirmed that emergency communications, police and fire services, water infrastructure, and essential utility payment operations remain functional.
The City of Columbia publicly acknowledged the incident on October 21, 2026, after its Information Technology Department detected suspicious activity within the municipal network. City officials contacted SLED, which assumed a leading role in the investigation while municipal technology personnel began working to restore affected applications.
The disruption has affected MyColaSC, the city’s online platform for submitting nonemergency service requests and tracking municipal maintenance concerns. Residents normally use the system to report potholes, fallen trees, damaged park equipment, malfunctioning streetlights, and other neighborhood issues requiring attention from city departments.
Additional interruptions have affected online services associated with business licensing, parks and recreation, planning and development, Geographic Information Systems (GIS), and animal services. These applications support municipal administration, public access to government records, land-use information, and routine service coordination.
The city’s planning and development operations have experienced limitations affecting online permitting and related administrative functions. Disruptions to these services can delay the submission and processing of applications, complicate access to property information, and require city employees to handle requests through alternative communication channels.
Animal Services has also experienced operational complications tied to disruptions affecting its network and shelter management software. The department announced a temporary public closure on October 22 to conduct internal staff training focused on maintaining essential workflows while systems remained affected. Officials indicated that urgent animal control responses would continue, although routine activities could experience delays.
The department scheduled the resumption of normal public access for Friday, October 23, at noon. The temporary closure was an operational adjustment connected to the ongoing network disruption rather than confirmation that the animal services system had been independently compromised.
Despite the broader interruptions, Columbia officials stated that the Columbia Police Department, Columbia-Richland Fire Department, 911 communications, Columbia Water systems, and the city’s Payment Center remained operational. Online payment services also continued functioning, allowing residents to conduct certain financial transactions despite the disruption to other municipal applications.
Residents unable to access MyColaSC were directed to contact the city at 803-545-3300 for nonemergency service requests. Emergency situations continue to be handled through 911.
The operational status of these essential systems is important because a municipal cybersecurity incident can affect services that depend on interconnected government networks. Maintaining emergency response capabilities and utility operations reduces the immediate public safety consequences while technical investigators examine the affected infrastructure.
The full nature of the incident remains under investigation. City authorities have not publicly identified the method used to access or disrupt the network, determined whether ransomware was involved, or established whether sensitive municipal or resident information was accessed or removed.
No publicly confirmed attribution has identified a specific criminal organization or threat actor as responsible. The available official statements also do not establish that every interrupted application was directly compromised; some service disruptions may result from containment measures or dependencies on affected network infrastructure.
SLED’s investigation is expected to help establish the circumstances surrounding the suspicious activity, identify affected systems, and determine whether criminal conduct occurred. The city has not announced criminal charges or identified suspects in connection with the incident.
Columbia’s reliance on digital public-service applications underscores the importance of maintaining alternative methods for residents to access government services during network emergencies. Telephone reporting, continued operation of emergency systems, and coordinated recovery procedures have allowed portions of city government to continue functioning while affected applications undergo restoration.
City officials have indicated that restoring services and supporting the ongoing state investigation remain immediate priorities. As of the latest municipal announcement reviewed, no comprehensive restoration timetable had been provided for all affected applications.
The investigation will determine the extent of the network security incident and whether additional protective or recovery measures are required. For Columbia residents, the principal confirmed consequences remain interruptions to selected government applications and administrative services, while essential emergency, water, and payment operations continue.
